Although it is unclear why you are reaching out to admissions officers, I think it is something you should do. Other people are saying the opposite, but your application will likely be reviewed by the same admissions counselor you contact.?As you can see, the regional counselor is the first person to review all applications that come in from their designated area. Mind you, this is not the case for ALL schools, but it is the most common way applications move through the system. Further, whether the admissions counselor you contact actually reviews your application or not, they will record that you contacted them. This demonstrates interest, which is an important factor in undergraduate admissions.
I?talk?more?about?demonstrated?interest?in?this?article:
How?to?Demonstrate?Interest?Without?Leaving?Your?Home?Country.
It?is?quite?easy?to?find?regional?admissions?representative?on?the?school’s?website.
Let’s?look?at?the?University?of?Texas?at?Austin?(which?has?a?phenomenal?law?program).
I?simply?typed?“admissions?counselor”?into?the?search bar?on?the?UT’s?main?website?page,?and?I?was?brought?here:

As you can see, all you need to do is type in your high school (yes, they list Chinese secondary schools) and your regional representative’s name and contact info will pop up. This is who you need to email. If you have trouble, you can always call their international admissions line (on the right hand side of the web page).
I?have?a?few?email?tips?that?I’d?like?to?share:
Don’t?write?a?lengthy?email.?Simply?introduce?yourself,
explain?why?you’re?interested?in?the?school,?and?ask?a?couple?questions.
Admissions?counselors?get?a?TON?of?emails,?and?you?want?them?to?actually?read?what?you?have?to?say.???
Don’t?ask questions that you can easily find on the school website. This makes you seem unprepared and disinterested in the institution.
It may take counselors a while to get back to you, but you need to respond promptly. You must thank them for taking the time to respond to you.
Feel free to exchange a few emails with them, but don’t go overboard. You don’t want to come across as needy and/or annoying.
As you go through the application process, you will likely continue to correspond with admissions counselors (though it may not be with the same person youcontacted initially). Admissions will contact you if they need any additional information from you; you have to supply them with this information as soon aspossible. If you are waitlisted, you will need to send a letter of continued interest (LOCI) to the school. Along with this letter, you should reach out to your admissions counselor and reiterate your desire to attend. They may or may not (most likely not, but it doesn’t hurt) respond.
Finally, if the school does not offer you the opportunity to arrange an interview, you will want to contact your admissions counselor to see about setting one up. Being an international student, interviews may not be possible, but you still need to try in order to demonstrate interest.
I?hope?this?helps,?and?feel?free?to?contact?me?if?you?have?further?questions.
Good?luck!
